‘How To’ Guide is a global good and step by step tool that supports Country CSOs and Country CSOs Platforms to design and production Country Specific Spotlight aimed at improving civil society engagement, accountability, and transparency of GFF implementation at the country level.

The ‘How To’ Guide is designed and produced by the Africa Health Budget Network with headquarters in Abuja, Nigeria and piloted in January 2020 at a regional capacity building training in Abuja, Nigeria with civil society leaders from Ethiopia, Liberia, Sierra Leone and Tanzania.

The GFF Spotlight is an advocacy and accountability tool aimed at improving civil society engagement, accountability and transparency of GFF implementation in Liberia. It is a product of content analysis and review of RMNCAH+N Investment Case (IC) and Project Appraisal Document through guided analytical questions. This Spotlight provides information about; Liberia’s Health System Strengthening Project and Health Results and Innovation Trust Fund as well as health challenges, key issues and priorities as identified by the IC and the earmarked funds from the IDA loans and GFF Trust Fund for Liberia, the 6 targeted counties for implementation, disbursement timeline and key recommendations for actions. T

The Liberia Health CSOs Network comprises of nongovernmental organizations, women groups and young people, committed to promoting civil society participation, engagement, accountability and transparency in the implementation of RMNCAH+N including GFF in Liberia. Public Health Initiative Liberia (PHIL) is hosting the secretariat of the network.

SPOTLIGHT ON GLOBAL FINANCING FACILITY IN ETHIOPIA ...to enhance civil society engagement. First Edition; February 2020. This GFF Spotlight is an advocacy and accountability tool aimed at improving civil society engagement, accountability and transparency of GFF implementation in Ethiopia.


This GFF Spotlight is an advocacy and accountability tool aimed at improving civil society engagement, accountability and transparency of GFF implementation in Ethiopia. It is a product of content analysis and review of RMNCAH+N Investment Case, Project Appraisal Document and Health Financing Strategy through guided analytical questions.

This Spotlight provides information about; Health System Transformation Plan, challenges identified by the plan, additional financing from IDA loan, GFF Trust Fund, Power of Nutrition Trust Fund, interventions that would be paid by the Additional financing, financing mechanism and reporting, disbursement linked indicators and timeline as well as key recommendations for actions.

The Spotlight would be used to advocate and sensitize stakeholders including members of the country multi-stakeholders’ platform, civil society organizations, advocates, professional bodies, parliamentarians and relevant government agencies about the GFF at country level.

About the Ethiopia Country CSOs Platform

The Consortium of Reproductive Health Associations provides leadership and serves as the national platform in Ethiopia for civil society organizations working for the implementation of GFF. It also ensures meaningful engagement of civil society organizations in the Ethiopia's multi stakeholder platform and promote accountability and transparency.
